5. Publico Transportation. Leaves from the Publico terminal in Rio Piedras and is cumbersome but if you are able to get to Rio Piedras before 1 PM (weekdays) you could try this. The public bus system rarely allows passengers with luggage but I have seen backpackers with their backpacks take the bus to Rio Piedras and then catch the Publico to Fajardo. and then another Publico to Playa Fajardo, where the ferry terminal is. An early start is essential! and the same going back. To get to San Juan by public transportation you need to start by taking the 6:30 AM ferry from Vieques ( or 6:30 AM from Culebra)
Night in Fajardo. If your flight arrives in San Juan too late to get the 4:30 PM ferry to Vieques or Culebra (weekdays and 6 PM weekends) then it might suit you to spend the night in Fajardo. There is a lot to see around Fajardo. The El Yunque rainforest, Luquillo Beach, sailing to Icacos Key. The nicest place to stay in Fajardo is the Fajardo Inn. The most economical place to stay would be the Hotel Delicias by the docks. (clean, AC, TV $45. for one $60. for two). The Golf and Casino Resort, 'El Conquistador' is also just outside of Fajardo.

Car Ferry:
. . The Cargo ferries run several times a day during the week only. You need a prior reservation to take a car on the ferry. At best, this is iffy. You can be bumped off for little reason, then your holiday plans may be ruined or you may miss you flight back home. This happens a lot.*
* It is much more advisable to rent a jeep once you are on Vieques. You need a jeep for the beautiful beaches, not a car.
